DiskJunction, allows you to find existing symlinks and create new ones. You can create symlinks to a specific file or to an entire directory with DiskJunction.
DiskJunction looks a lot like Windows Explorer. On the left side is a pane to display your drives and directories. On the right is a pane to show folders and files. Below there is a pane to show any existing symlinks in the current directory. This pane will show the link and the target file or directory.

In the right-side pane you can select a file or folder and right-click to access the context menu item Create symlink. You can also select a file or folder and select the toolbar button Create a new symlink. Hitting either of these will open up a dialog that allows you to select a directory and enter a filename if you're creating a symlink to a file, or just a new directory name if you're creating a symlink to a directory. Once a symlink is created, the folder and file views will be refreshed showing your new symlink.

For safety reasons, DiskJunction only allows you to delete symlinks that you have created using DiskJunction.
